International ICT Training-Workshop on Using Open Education Resources (OER) in Teaching and Learning in the Technical Vocational Education in the SEA Vocational-Technical High School Network

The global education landscape has dramatic change these days. It is due to the effect of this COVID-19 pandemic. According to UNESCO it has interrupted learning and knowledge sharing globally, at its peak affecting 1.57 billion learners in 191 countries. In connection with this, the UNESCO had called for a Joint Action in Supporting Learning and Knowledge Sharing through the Open Education Resources (OER) during this pandemic to embody vital initiatives to aid the continuity of learning through formal and informal means.  SEAMEOTED in partnership with Republic of the Philippines Department of Education SDO Ligao City collaboratively organized International ICT Training-Workshop on Using Open Education Resources (OER) in Teaching and Learning in the Technical Vocational Education in the SEA Vocational-Technical High School Network on 29 January to 03 February 2021 viturally.  The four main sessions of the course in the aforesaid offered in the training to benefit to the participants as teachers from the region, particularly ICT-Vocational Teachers in the delivery of the lessons ,as well as development and creation of the teaching and learning resources during this pandemic. The four sessions are (1) Introduction to OER (2) Walkthrough of Open Broadcaster Software (OBS) Studio Application (2) Setting Up a Live Stream in OBS Studio (3)  Recording a Video Lesson along Technical Education  (4) Using OBS Studio Virtual Camera with Different Video Conferencing Apps Concepts.

The six professors/lecturers for the training namely Dr. Ted O. Villamor , Dr. Jose P. Gamas Jr., Marlon D. Asis, Joseph F. Morco, Christian Rey M. Obejas and Reynaldo Saenz have teaching and research experiences in ICT-related fields for 6 to 25 years respectively.  They have contributed their knowledge and expertise as much as possible in this field to provide teachers with ICT skills and competency in the utilization of the Open Education Resources (OER) in the teaching and learning concepts of Technical and Vocational Education. From the course, the competencies expected to be obtained by participants after accomplishing the workshops are as follows (1) Open Education Resources  Utilization  in Teaching and Learning (2) Manipulation of Tools and Application of Basic Open Education Resources (3) Creation of Interactive Instructional Video lessons that can be used by the learners (4) Discussions and Hands-on through Online Workshop will be used during the webinar (5) Outputs will be submitted online and will be turned over to IT Division Officers and to the SEAMEO TED. The Successful participants are totally 98 from 9 countries including Cambodia (17 participants), Indonesia (16 participants), Laos (3 participants), Malaysia (38 participants), Myanmar (8 participants), Philippines (11 participants), Singapore (1 participant), and Timor Leste (4 participant).
